    34th Democrats Membership Meeting Minutes – October 11, 2023

    7:01 PM – Call to order by Chair Graham Murphy

    Chair’s opening remarks and announcements

    • Graham listed a few of the events done since our last meeting:
    • A canvassing event in Burien on October 7 included all our endorsed candidates in Burien, the Highline School District, KC D8 Candidate Teresa Mosqueda.
    • A cleanup party on 16th Ave, our Adopt-A-Street.
    • We participated with the 33LD Democrats in a joint Pop-Up Social.
    • Graham announced that assorted t-shirts from campaigns of various candidates were available for members to take. Ed Dupras brought them in from the estate of late 34th Democrats member Lois Elenich.

    2023 Annual Recognition Awards

    • Chris Porter will be chair of the ad hoc committee to assign the awards. Members were asked to submit nominations by October 31, using an online form.

    Meeting Business

    • The meeting agenda was presented. Peter Newbould moved to approve; Michael Parker seconded. The agenda was approved without objection.
    • The minutes were shown and approved without objection.
    • Chair Murphy gave the financial report for September.

    Opening Ceremonies

    • 1st Vice Chair Rachel Glass gave the Land Acknowledgement. She also suggested members donate to the Urban Native Education Alliance to give meaningful support to Aboriginal peoples of the area. https://www.urbannativeeducation.org/
    • Carla Rogers announced a canvassing event to be held at C&P Coffee on Saturday, October 21. She spoke of the importance of in-person voter contact and urged all to donate 2 hours. She asked for a commitment from an initial five volunteers. Peter Newbould, Steve Butts, Graham Murphy, Rachel Glass, and Chris Porter stepped forward.

    Guest Speakers

    Leslie Harris, Seattle School Board Director

    Leslie provided a few observations on her 8 years in office:

    • Seattle Schools needed to drain their rainy-day fund to cover a deficit.
    • A difficult reconfigure of classes was needed 6 weeks into the school year, as enrollment proved to be lower than expected.
    • We need to keep pressure on the state legislature, noting as she has in the past that “McCleary is fake news”.
    • School board directors need to be reimbursed much better, given the time they devote to the position.
    • We need to support Gina Topp in her race, and afterward should she win.

    Potential strike action against Kaiser Permanente of Washington

    Member Chris Lampkin, Political Director at SEIU Healthcare 1199NW, introduced Cathy Jessup, a physical therapist at the Kaiser Burien Clinic.

    • A strike is imminent and would begin on November 1st after their contract ends at the end of the month if no deal is struck.
    • Although nationally Kaiser is doing well, they are operating with “an austerity mindset” which affects staffing levels and facilities.
    • Kaiser is not following through with promises given when they took over Group Health Cooperative. 
    • Jessup cited the newly built Burien clinic as an example. The facility is not large enough for increasing population growth in the area while a promised West Seattle clinic has not yet even been put into the planning stage.
    • Increased staffing levels and higher wages are being sought for staff such as nurses, physical therapists, pharmacists, technicians, social workers, and others.
    • She provided a petition to sign in support of the union, and asked that Kaiser members contact Kaiser Customer Service to voice their support.

    Chris Reykdal, Superintendent of Public Instruction

    Superintendent Reykdal gave a status report on the public schools in Washington State. These are a few points from his speech:

    • The state ranks high in closing the learning gap between ethnic groups, English language arts and math, and high school students earning dual college credits.
    • Public school enrollment is down due to causes such as changing demographics, and he noted wealthy families have choices outside of public school systems.
    • Groups such as “Moms for Liberty” and social media figures seek to undermine support of public schools. 
    • They are pushing book bans, and misinformation such as the misapplied use of the academic term “Critical Race Theory”.
    • They seek to funnel kids into schools run by conservative religious groups.
    • Ultra conservatives are targeting school boards in the state, and some have been successful in attaining seats. We need to flip those boards that become problematic.
    • He is proposing raising the wages of para-professional teachers to livable levels.
    • The McCleary Decision was not the final solution to funding. Washington needs to devote the same percentage of its GDP as do other states.

    Nick Brown, candidate for State Attorney General

    • Brown, originally from Pierce County, is a West Seattle resident and a new member of the 34th District Democrats.
    • He attended Morehouse College, Harvard Law School, then served in the Army.
    • He spent 6 years in the justice department as an Assistant District Attorney working on fraud and violent crime cases.
    • Brown served in the Inslee administration, assisting with the capital punishment moratorium.
    • He drafted the text of the gun safety Initiative 1639 which was passed in 2018.
    • President Biden named Brown to be US Attorney for Western Washington in 2021.

    General Election Slate of Candidates

    We heard from our slate of General Election Candidates:

    • Teresa Mosqueda is running for King County Council District 8.
    • Dow Constantine spoke for Gina Topp, the candidate for Seattle School Director, District 6.
    • Rob Saka is our endorsed candidate for Seattle City Council District 1.
    • Stephanie Tidholm and Carlos Ruiz are our picks for Highline School Board.
    • Patricia Hudson and Krystal Marx are running for Burien City Council seats.

    Good of the Order

    • Chris Porter noted earlier in the meeting that October 11th was “Coming Out Day”, and described how coming out is a process as a person informs family, friends, and coworkers about their sexual orientation.
    • Elizabeth Heath informed us that the West Seattle Democratic Women meeting will feature a discussion on cruise ships and their local impact.
    • Leslie Harris was to hold a community meeting of Seattle District 6 constituents Saturday, October 21st at the West Seattle Library.
    • Richard Bartlett rose to express his pleasure at being able to see everyone in person.
    • Chair Murphy announced that the Executive Board Meeting would be held Wednesday, October 18, and the November Membership Meeting would again be in person on November 8th.

    34th Democrats Membership Meeting Minutes, August 9, 2023 – Held via closed Zoom

    Chairs Opening Remarks and Announcements 

    • Chair Murphy reviewed the evening’s activities
    • The picnic will be September 9, in Lincoln Park at Shelter 3. Graham asked those who wish to attend to reserve at a link on our Facebook page. BBQ with vegetarian options, sides, and drinks are to be provided. Guests are to bring dessert. Admission is free, but there will be an ask for donations during the event.

    Opening Ceremonies

    • The agenda was presented. A motion to approve was made by Ann Martin; seconded by Chris Porter. The agenda was approved by unanimous consent.
    • The minutes from the June meeting were also presented. Ann Martin moved to approve; Rachel Glass seconded.  The minutes were approved by unanimous consent.
    • Treasurer Julie Whitaker gave the financial reports for both June and July. Current membership as of August 1 stood at 324 including PCOs.
    • 1st Vice Chair Rachel Glass gave the Land Acknowledgement. She also suggested that we could further show support for Indigenous peoples by giving a donation to the Seattle Urban Native Nonprofits organization: https://seattleurbannatives.org

    PCO Appointment

    • Precinct Leadership Committee Chair Dorothy Gesick introduced Stephen Lamphear for appointment as PCO for BUR 34-1058.
    • Dorothy moved to appoint; Gayle Sommers seconded.
    • Stephen was appointed unanimously by all PCOs present.

    Appointment of Membership and Hospitality Committee Chair

    • Chris Porter nominated Hannah Cameron; Julie Whitaker seconded.
    • Hannah is appointed unanimously via voice.

    ENDORSEMENTS

    • Chair Murphy reviewed the endorsement rules and voting procedures, and a link to our Code of Conduct was provided. Voting was to be done via Zoom poll, with texting as an alternative.
    • A slide listing eligible candidates was shown which included only those who had completed the KC Democrats questionnaire.
    • Except for the Board Block Vote item which only required a 50% majority, all endorsements needed at least 60% approval.

    Seattle Housing Levy Block Vote

    • Nimco Bulale gave a presentation on the 2023 Seattle Housing Levy. If renewed by voters would be a 7-year replacement of the current levy which is expiring. The Housing Levy was first approved in 1986.
    • The Executive Board voted to submit the levy to the membership for approval at their July 19th meeting.
    • Roxanne Thayer moved for endorsement; Chris Lampkin seconded.
    • Both Roxanne and Chris spoke in favor.
    • The motion passed unanimously via a ballot vote.

    Vashon Island School District Director, Position 5

    • Roxanne Thayer moved to endorse Juniper Rogneby; Steve Rubicx seconded.
    • Roxanne spoke in favor of her motion
    • Rogneby is endorsed by a vote of 94.7%.

    Highline School District Director, District 1

    • Sarah Moore moved to endorse Stephanie Tidholm; Motion is seconded by Kelsey Vanhee.
    • Sarah spoke in favor.
    • Tidholm is endorsed by a vote of 97.3% in favor.

    Highline School District Director, District 4

    • Carla Rogers moved to nominate Carlos Ruiz; Chris Porter seconded.
    • Carla spoke in favor of her motion and ceded time to Ruiz.
    • Ruiz was endorsed by 100% of the vote.

    Burien City Council Position 4

    • Pamela Jorgensen moved to endorse Patricia Hudson; Dow Constantine seconded.
    • Pamela spoke in favor and ceded time to Hudson.
    • Hudson was endorsed by 98.4 percent of the vote.

    King County Councilmember Position 8

    • Alexia Inigues rose to move to endorse Sofia Aragon; Eileen Cody seconded.
    • Chris Lampkin nominated Teresa Mosqueda; Art Chippendale seconded
    • Alexia spoke in favor of Sofia Aragon then ceded time to Aragon.
    • Kelsey Vanhee spoke in opposition to Aragon
    • Eileen Cody spoke again in favor.
    • Stephen Lamphear spoke against.
    • Chris Lampkin spoke in favor of Mosqueda and then ceded time to the candidate.
    • Alexia Inigues spoke against endorsing Mosqueda.
    • Art Chippendale spoke in favor and gave a portion of his time to Chris Porter.
    • Teresa Mosqueda was endorsed by 85.2%

    Presentation on Ranked Choice Voting

    • Kari Bull, a representative from FairVote Washington was on hand to provide a presentation and answer questions on ranked choice voting. It is the hope of FairVote WA that this method can be in place for the 2028 Presidential Primary.

    Candidate Contributions

    Chair Murphy put forward the contribution recommendations of the Board, based on the budgeted amount of $5,500 approved earlier in the year by the membership.

    • $250 to Teresa Mosqueda for KC Council District 8 
    • $250 total to Rob Saka for Seattle City Council District 1
    • $1,175 to Gina Topp’s campaign for Seattle School District Director District 6
    • $750 to Patricia Hudson for Burien City Council Position 4
    • $750 to Krystal Marx for Burien City Council Position 6
    • $500 to Stephanie Tidholm for Highline School Board Director District 1
    • $500 to Carlos Ruiz for Highline School Board Director District 4

    $500 was previously donated to the King County Democrats and deducted from the $5,500, and $750 remained free that had been designated for Burien City Council Position 2, in which we did not endorse a candidate. A balance of $825 remained.

    Chair Graham Murphy made a motion in favor of making the recommended donations.

    • Art Chippendale made a motion to amend to give an additional $750 to Teresa Mosqueda and spoke briefly to his amendment; Chris Lampkin seconded the motion.
      • Dorothy Gesick spoke against.
      • Roxanne Thayer spoke in favor.
      • Chris Porter spoke against.
      • The amendment failed by a vote of 60% against to 40% in favor.
    • The original motion put forward by the Chair passed with a 97% YES vote.
    • Graham noted that the remaining $825 could be utilized before the General Election as is warranted in reaction to outside spending.

    Good of the Order

    Members were allowed to rise at various points of down time during the meeting to make announcements or relay points of personal interest.

    • Ann Martin announced that the West Seattle Democratic Women would be having their annual picnic on August 24th. It will be held at her home.
    • Carla Rogers urged us to canvass for our candidates, especially in Burien. She offered to get members in touch with campaigns there.
    • King County Executive Dow Constantine rose to thank us for helping to pass the Veterans, Seniors, and Human Services Levy renewal in the August 1st Primary.
    • Steve Butts commented about the noise from the SeaFair Pirates’ cannon that plagued our unit during the West Seattle parade.
    • Bunny Hatcher informed us of the passing of Robbie Roberson, a member of The Band, the influential rock group of the ‘60s and ‘70s.
    • Chris Porter reminded us of the Voting Rights Act of 1965. He said we must remember to value this right and to ensure we preserve it in the face of ongoing efforts to erode it.
    • Aneelah Afzali noted that August 28th is the 60th anniversary of the March on Washington. She will provide information on events to celebrate the date.

    Chair’s opening announcements

    • Our Candidate Forum will be Saturday, June 10 at the Youngstown Community Arts Center for King County Council District 8, and Seattle City Council District 1.
    • The Endorsement Meeting will be held on June 14. New members were to have joined by the start of the May Membership meeting; 2022 members were given until June 13 to renew to participate.
    • The Summer Social and Fundraiser will be held on July 22 at C & P Coffee. Graham handed the mic to Acting Fundraising Chair Gina Topp, who directed members to buy tickets; If they did so during the meeting, they would also get free admission to the summer picnic.

    Opening Ceremonies

    • A motion to approve the agenda was made by Ann Martin; seconded by Chris Porter. The agenda was approved by unanimous consent.
    • A motion to approve the minutes from the April meeting was made by Ann Martin; seconded by Chris Porter. The minutes were approved by unanimous consent.
    • 1st Vice Chair Rachel Glass gave the Land Acknowledgement. She also suggested members could further show appreciation to the Indigenous Peoples of the 34th District by giving a donation to the Chief Seattle Club https://www.chiefseattleclub.org/

    VIP Acknowledgements

    • Seattle Port Commissioner Fred Felleman spoke of activities and goals of the Port of Seattle.
    • King Conservation District Board member Chris Porter rose to thank the members of the 34th for their support during his tenure. His term ended in May.
    • Carla Rogers introduced newly elected King County Prosecutor Leesa Manion, who gave updates on her first few months in office.
    • Chris Porter introduced Washington State Lands Commissioner Hilary Franz, who had officially announced her candidacy for Governor earlier in the day. She spoke of her achievements in her current position and for her goals as Governor if elected.

    Legislative Debrief

    • First Vice-Chair Rachel Glass introduced our delegation to the State Legislature. Senator Joe Nguyen and Representatives Joe Fitzgibbon and Emily Alvarado were present. 
    • Rachel Glass and Second Vice-Chair Jordan Crawley presented questions that were answered by each in turn.
    •  It was noted that they would shortly return to Olympia for a Special Session to redraft expired state regulation on drug use and possession which failed to pass before adjournment.

    • Candidates for Seattle Council District 1
    • Phil Tavel lives in Arbor Heights. He has served on various boards and has been a fundraiser for local non-profit organizations. He is a graduate of Camp Wellstone and ran for the D1 position in 2019. https://tavelforseattle.com/
    • Jean Iannelli Craciun is originally from Cleveland, Ohio. She moved to Seattle with her wife after spending 30 years in Alaska, involved in entrepreneurship, starting several businesses. https://www.jeanforseattlecitycouncil.com/

    • Chris Porter is nominated by Ted Barker; Karen Richter seconded.
    • Chris Speaks for himself.
    • Ted Barker speaks in favor of his motion.
    • Chris Porter is elected by 100% of the vote of PCOs present via ZOOM poll.

    Good of the Order

    • Chair Murphy announced Dow Constantine’s Filing Day luncheon, which features a special price for 34th members.
    • Outreach Chair Steve Butts announced an Adopt-A-Street work party on May 13th. The 34th will also have a table at both Burien and White Center Pride Festivals on June 3rd.
    • State Committeeperson Roxanne Thayer reported that representatives from Vashon Island have been meeting with Port of Seattle Commissioners to express concern over new flight plans for SeaTac Airport traffic over the island causing noise pollution.
    • Chair Murphy announced that the next Pop-Up Social would be May 19th at Locust Cider on Alki Avenue.

    • Chair Murphy stressed the need to endorse solid Democrats as we move through our endorsement process. He also reminded us of the July Fundraiser.

    • A motion to approve the agenda was made by Ann Martin. The agenda was approved by unanimous consent.
    • A motion to approve the minutes from the April meeting was also made by Ann Martin which were approved by unanimous consent.
    • Chair Murphy gave the financial report for May.
    • 1st Vice Chair Rachel Glass gave the Land Acknowledgement. She also suggested that we could further show support for Indigenous peoples by giving a donation to the American Indian College Fund: https://collegefund.org/

    Endorsement Process

    • Chair Murphy introduced the requirements necessary to be considered for endorsement. and laid out courtesy expectations for member participation.
    • Candidates must identify as Democrats and have filled out a King County Democrats questionnaire to be considered for endorsement.
    • The Chair directed members to our Code of Conduct.
    • The Chair presented a review of the rules as set by our organizational Bylaws.
    • Leah Griffin and Chris Porter served as Zoom Co-Hosts during the meeting.
    • Votes were submitted via Zoom Poll Pop-Ups, or via phone text.

    Block Endorsement

    • A block of candidates was presented. This required only a 50% threshold to approve.
    • King Co. Superior Court Judge Pos. 30 – Coreen Wilson.
    • King Co. Superior Court Judge Pos. 39 – Joe Campagna.
    • King Co. Assessor – John Wilson.
    • Ann Martin made a motion to endorse the block; Chris Porter seconded.
    • Ann Spoke in favor of her motion.
    • The block was endorsed by 98.9%.

    Port of Seattle Position 2

    • Carla Rogers moved to endorse Sam Cho; Rachel Glass seconded.
    • Carla spoke in favor of her motion.
    • Cho is endorsed by a vote of 95.7%

    Port of Seattle Position 5

    • Ted Barker moved to endorse Fred Felleman; Bunny Hatcher seconded.
    • Ted Spoke in favor of his motion.

    • Felleman was endorsed by 87.6%

    King County Council District 8

    • Chris Lampkin moved to endorse Teresa Mosqueda; Art Chippendale seconded.
      • Art spoke in favor of Mosqueda. 
    • Alexia Inigues made a motion to endorse Sofia Aragon; Andre Dickerson seconded.
      • Alexia spoke in favor of Aragon.
    • 1st Ballot results: Neither candidate reached the 60% threshold. Aragon – 37.6%, Mosqueda – 59.4%, No Endorsement – 3%.
    • Deb Barker moved for a dual endorsement; Art Chippendale seconded.
    • Art spoke in favor of a dual endorsement.
    • Chris Lampkin spoke against.
    • In his time to rebut the speech of opposition, Art repealed his second in support of a dual endorsement.

    • Chris Lampkin spoke again against the motion.
    • 2nd ballot results: Yes – 45.2%, No – 54.7%. The dual endorsement failed. However, the race can be revisited after the August 1st Primary.

    • Eileen Cody moved to endorse Rob Saka; Chris Porter seconded.
      • Eileen spoke in favor of her motion and ceded time to Saka.
      • Saka spoke for himself.
    • Deb Barker moved to endorse Phil Tavel; Jordan Crawley seconded.
      • Deb spoke in favor of Tavel.
      • Tavel also spoke on his own behalf.
    • Nick Bonazza moved to endorse Preston Anderson; Steve Butts seconded.
      • Nick spoke in support of his motion.

    • Rachel Glass moved to endorse Gina Topp; Chris Porter seconded the motion.
    • Rachel spoke in favor of her motion.
    • Topp spoke for herself.
    • Gina Topp is endorsed with 98% of the vote.

    Burien City Council

    Burien City Council Position 2

    • No motions were made to endorse in the race for Position 2.

    Burien City Council Position 4

    • Carla Rogers moved to endorse Patricia Hudson; Julie Whitaker seconded.
    • Carla spoke in favor of her motion.
    • Hudson spoke on her own behalf.
    • Terrance Jorgensen moved to endorse Daniel Reed Martin; Pamela Jorgensen seconded.
    • Martin spoke for himself.
    • Phil Tavel moved to endorse Kevin Schilling; Sofia Aragon seconded.
      • Schilling spoke for himself.
    • 1st Ballot: Schilling – 44.9%, Hudson – 39.3%, Martin – 6.7%.

    • Carla Rogers moved to endorse Krystal Marx. Sarah Moore seconded.
    • Carla spoke in favor of Marx.
    • Marx spoke on their own behalf.
    • Krystal Marx was endorsed by a vote of 85.4%.

    King County Prop 1

    • King County Executive Dow Constantine moved to change the agenda to allow for a vote to endorse King County Prop 1, The Veterans, Seniors, and Human Services Levy; Deb Barker seconded. 80% approval was required.
    • Dow spoke in favor of changing the agenda.
    • Votes in favor were 89% and the agenda was altered.
    • Executive Constantine moved to endorse the levy; Chris Porter seconded.
    • The Dow spoke in favor of an endorsement.
    • The levy was endorsed by 91%.

    Special Recognition

    Chair Murphy thanked those who had helped behind the scenes during the meeting: Hannah Cameron, Carla Rogers, Jordan Crawley, Ann Martin, Chris Porter, and Leah Griffin.

    Good of the Order

    • Chris Porter rose to speak in favor of the effort to increase the Burien Minimum Wage.
    • Steve Butts announced that the 34th would be participating with the 33rd Democrats at the Burien Strawberry Festival on June 17th and 18th.
    • Deb Barker promoted the Morgan Junction Festival Sunday June 18th, at which the 34th Democrats are participating. 
    • Kelsey Vanhee promoted concerts by the Seattle Trans and Non- binary Coral Ensemble (Stance) to be on June 16th and 17th.
    • Carla Rogers announced that the Pop-Up Social for June would be on the 23rd at Bridges in the Morgan Junction.
    • Hugo Gracia brought news that Sili Savusa, director of the White Center CDA, is stepping down. He thanked her for her service to the community.

    • The Endorsement Meeting will be held on June 14. New members were to have joined by the start of the May Membership meeting; 2022 members were given until June 13 to renew to participate.

    • Chris Porter introduced Washington State Lands Commissioner Hilary Franz, who had officially announced her candidacy for Governor earlier in the day. She spoke of her achievements in her current position and for her goals as Governor if elected.

    Legislative Debrief

    • First Vice-Chair Rachel Glass introduced our delegation to the State Legislature. Senator Joe Nguyen and Representatives Joe Fitzgibbon and Emily Alvarado were present. 
    • Rachel Glass and Second Vice-Chair Jordan Crawley presented questions that were answered by each in turn.
    •  It was noted that they would shortly return to Olympia for a Special Session to redraft expired state regulation on drug use and possession which failed to pass before adjournment.

    • State Committeeperson Roxanne Thayer reported that representatives from Vashon Island have been meeting with Port of Seattle Commissioners to express concern over new flight plans for SeaTac Airport traffic over the island causing noise pollution.

    • Chair Murphy contrasted events in Tennessee during which two Democratic representatives were expelled for pushing for gun restrictions, and Washington State which had just passed a ban on assault rifles.
    • We were urged to work to maintain our “Blue Wall” in Washington.
    • Rep. Pramila Jayapal’s Build our America luncheon will be on Thursday, May 4th.
    • County Executive Dow Constantine is hosting his annual Filing Week Luncheon Friday, May 19th.

    • Burien Mayor Sofia Aragon also spoke in favor of the Crisis Care levy; She was to be doorbelling on its behalf.
    • Seattle School Board Member Leslie Harris rose to announce she is not seeking another term. She will assist any of those who wish to run for SPS Director Position 6.
    • King Conservation District Board Member Chris Porter spoke in favor of the Crisis Care levy
    • Former Seattle City Councilperson Jan Drago was recognized by the Chair.

    Candidate Spotlight

    Candidate King County Council District 8

    • Sofia Aragon. Sofia expressed appreciation for the various areas of King County and stressed her life-long commitment to Democratic Party. She would advocate for housing affordability, health care, drug and homeless solutions, and for the environment.

    Candidates for Seattle City Council District 1:

    • Maren Costa. Maren is a former Amazon employee instrumental in their “Climate Pledge” initiative. She was fired for union advocacy, winning a lawsuit against the company. Her areas of concern are public safety, affordable housing, and gender pay equity.
    • Preston Anderson. Preston is a social services professional and would tackle homelessness, drug use, work for more transit options, and see an increase in front line social services workers.
    • Rob Saka. Saka was instrumental in the 2021 King County Charter amendments and the search process to select a new Seattle Police Chief. He addressed homelessness and the need for more humane sweeps, mental health treatment and police reform.

    Chair Murphy informed the group that there will be a Candidate Forum at 1- 4pm on Saturday, June 10th at the Youngstown Cultural Arts Center. It will feature candidates for King County Council District 8 followed by the Seattle City Council District 1 race.

    State Party Committeeperson Election (Male or Non-Binary)

    • Joe McDermott nominated Ted Barker; Gina Topp seconded.
    • Ted spoke on his own behalf. 
    • Joe spoke in favor of Ted.
    • Ted is elected via voice vote of the PCOs present.

    Update on Raising the Minimum Wage in Burien and Unincorporated King County

    • Katie Wilson, General Secretary of the Transit Riders Union gave an overview of initiatives to raise the minimum wage in various local cities. Next efforts will be in the city of Burien and in unincorporated King County. 

    Reconnect South Park

    • Reconnect South Park is a grassroots organization devoted to tackling issues in South Park related to the bisection of the neighborhood by Highway 99 as well as other areas of concern within that part of the city. 34th Democrats member Maria Ramirez spoke of their efforts to address those problems. Robin Schwartz from the Duwamish River Community Coalition also spoke. https://reconnectsouthpark.org/

    Call to Action for King County Prop. 1 – Crisis Care Centers Levy

    • PCO Chair Dorothy Gesick rose to encourage members to volunteer to get out the vote for the measure on the April 25th Special Election ballot. She also urged us to vote for the levy and to get others to support the levy.

    Budget for 2023-2024

    • Chair Graham presented a budget for fiscal year 2023-2024 starting in May. 
    • Rachel Glass moved to approve; Julie Whitaker seconded.
    • Members approved the budget via voice vote.

    Treasurer’s Report

    • Treasurer Julie Whitaker gave the March financial report. 
    • The 34th has now transferred all banking activities from Umpqua Bank to BECU.
    • As of the meeting, membership stood at 146, with 66 of those PCOs.

    Good of the Order

    • Carla Rogers announced that we will be taking part in the One Seattle Day of Service. Our participation was to be determined at meeting time.
    • Ann Martin rose to say that the West Seattle Democratic Women’s March program on indigenous women was postponed until April 27th.
    • Steve Butts announced that the 34th will have a booth at the White Center Cambodian New Year Festival on April 29.
    • Maria Ramirez offered information on housing in South Park for qualified families.

    • Lauri Hennessey has accepted a new job and resigned as Fundraising and Events Committee Chair at the end of February.
    • The annual fundraiser will be Saturday, July 22, 2023.

    • The Executive Board Meeting for March will be March 15.
    • The March Pop Up will be Friday, March 24th, at the Elliott Bay Brewery in Burien.

    • County Councilmember Joe McDermott told us that he is working on legislation to help alleviate some of the issues for residents near the KC County Airport, such as noise, adverse health effects, and traffic problems. He is not seeking reelection.
    • King Conservation District Board Member Chris Porter thanked us for our support in his reelection bid. Although he was unsuccessful, he will still advocate for conservation efforts, especially for pollinators.
    • Former Burien Deputy Mayor Krystal Marx and Drew Estep, Party Affairs Director of the Washington State Democrats, were present and acknowledged by the Chair.

    Candidate Spotlight

    • Teresa Mosqueda is running for King County Council Position 8, currently held by Joe McDermott.
    • Krystal Marx is running for Burien City Council Position 6 being vacated by Sofia Aragon who is running for King County Council.
    • King County Judge Coreen Wilson is running to retain her seat. She was appointed by Governor Inslee in 2022.

    Updates on King County Crisis Care Centers Levy

    • Ryan Haskins from Yes on Prop 1 gave an update on the campaign and volunteer opportunities.

    • The County does not intend to mail out materials in support of the proposition.
    • Ballots for the April 25th Special Election will be sent out between April 8th and 12th.

    Resolution: In Support for a Tax on Extreme Wealth

    • A resolution in support of a Washington State tax on extreme wealth was submitted by Bunny Hatcher. It was explained by Endorsements and Resolutions Committee Chair Ann Martin. It supports legislation being put forth by Rep. Emily Alvarado and Sen. Joe Nguyen. 
    • Chris Porter moved to adopt the resolution; Julie Whitaker seconded. 
    • Bunny spoke in favor. There was no speaker against

    Candidate Forums and Endorsements

    • Candidate forums will be planned by an ad hoc committee that includes Rachel Glass, Jordan Crawley, Ann Martin, and Carla Rogers, along with Chris Porter who volunteered during the meeting. 
    • We will prioritize forums and endorsing in Seattle Council District 1, which fits entirely within the 34th LD, and King County Council District 8.
    • The 34th will work to co-sponsor forums and consider endorsements for races in Burien, Seattle D2, D3, and D7.
    • We will consider endorsing in other races if approached by qualified candidates.
    • Candidates seeking our endorsement must fill out the appropriate King County Democrats candidate questionnaire.
    • Chair Murphy urged members to check their membership status, either by using a link posted in slack, or by reviewing their credit card statements to assure that they are eligible to vote for endorsements.

    In-Person Meetings

    • We will move to hold quarterly in-person meetings or gatherings, or a minimum of two per year, starting in the 2nd Quarter of 2023 provided that the costs for such gatherings are within our budget. There will be a need to collect funds to offset associated cost of meeting in person.
    • Hybrid meetings are not feasible given the technology we have available to us.
    • A survey taken in February revealed member thoughts:
    • Virtual meetings are more accessible, with less transportation issues.
    • In-person meetings are more conducive to social interaction between members, and access to elected officials
    • Shorter meetings are preferred.

    PCO Appointment

    • PCO Committee Chair Dorothy Gesick inducted a new PCO. Drew Estep, who was recognized earlier in the meeting, will be assuming duties in Sylvan Precinct in White Center.

    Treasurers Report

    • Treasurer Julie Whitaker gave the financial report.
    • Chris Porter rose to remark on how well off the 34th is in comparison to many other LDs in the state.
    • All funds will be out of Umpqua Bank by the end of the fiscal year and will be transferred into the BECU. All further financial activities will be done through that credit union.
    • Membership was at 137, including 66 PCOs, as of March 6, 2023.

    Good of the Order

    • Steve Butts announced that there would be an evening Outreach meeting on Zoom Monday, March 13.
    • Dorothy Gesick noted that there is growing public concern over public safety and that we should not ignore this sentiment.
    • Chris Porter reflected that while he enjoyed the pre-meeting program, he felt we missed an opportunity to have a special program to celebrate Women’s Day, which fell on the date of our March meeting.
    • Ann Martin came forward to say that the program for the March meeting of the West Seattle Democratic Women would be on indigenous women.

    • Gina Topp rose to ask that we alter the agenda to vote to consider endorsement of the King County Crisis Care Centers Levy. Chris Porter rose to second. We were informed by the chair that it would take an 80% majority to allow for a vote.
    • Sara Smith moved to change the agenda to allow an endorsement vote; Eileen Cody seconded. Motion to allow vote was passed via voice vote.
    • Gina moved to endorse the levy; Chris Porter seconded.
      • Dorothy Gesick rose to question the necessity of a special election. Exec. Constantine explained that it could be up to two years before it could be placed on a ballot.
      • Gina spoke in favor.
    • Voting was conducted via Zoom Poll and the levy was endorsed by 100% of those voting.

    Membership Drive

    Bylaws and Rules Modifications

    • Bylaws and Rules Committee Chair Jordan Crawley will propose modifications to the Bylaws, Standing Rules, and the Code of Conduct to the Executive Board in February for approval to be then brought forth to the membership at the March membership meeting.

    Budget and Membership Report

    Initiative Spotlight – City of Seattle I-135 (House our Neighbors)

    Camille Gix from the Yes on I-135 campaign gave a presentation on this initiative that concerns developing and maintaining affordable social housing in Seattle. It would put in place a Public Developer to create, own, and maintain social housing for those making 60-120% of the Area Median Income.

    This social housing would be:

    • Publicly owned
    • Permanently affordable
    • Be home to cross-class communities
    • Feature resident leadership

    The initiative was slated for the February 14, 2023 election, ballots sent January 25.

    Also speaking for the initiative was Marc Auerbach who put out a call for volunteers.

    A motion to endorse I-135 was made by Julie Whitaker; Seconded by Roxanne Thayer. Roxanne spoke in favor of the initiative. It was passed by 87% of the membership vote, cast via a Zoom poll ballot.

    King Conservation District Board Special Election

    Chris Porter spoke to his reelection campaign to the Board of Supervisors of the King Conservation District. He displayed a postcard reminder we were to expect to receive for this unique and standalone election…which was to be separate from the City Special Election on the same date.

    Eligible voters could vote online from January 24, at 8:00 AM through February 14, 2023, at 8:00 PM, or they could request ballots to be mailed, postmarked no later than February 14.

    Budget and Membership Reports

    • Treasurer Julie Whitaker reported on the budget since last meeting.    
      • Budget decreased this month largely due to printing sample ballots and meeting expenses. 
      • Current membership is 279, including 99 PCOs. 
      • PCO’s filed in May, look for notices re: voting at the King County Reorganization in December meeting. 

    Honoring our Veterans, presented by Preston Anderson 

    • Gold Star Memorial Dedication in Lynwood, November 2nd, need to register to attend, link will be coming soon https://www.lynnwoodwa.gov/Home.

    • New Walk lists and Door Hangers have been distributed, and Nick has extra if anyone needs them.
